A free shipping threshold is the strongest message on a checkout page and the decision most often made without any calculation. Customers in Saudi Arabia and the UAE abandon carts when shipping fees appear that they did not expect, but a store that gives free shipping on everything without doing the maths loses its margin on small orders. In most cases the answer is a minimum calculated from average order value, margin and the real courier cost, displayed clearly from the first page, and measured with three numbers together. Why customers abandon carts over shipping
Not necessarily because shipping is expensive, but because it is a surprise. The customer sees the product price, adds it, reaches checkout, and discovers a fee that changes how the deal feels. In the stores we manage, the most common objection in pre-purchase WhatsApp conversations is about shipping: how much, when does it arrive, and is there a free option?
So before deciding whether shipping is free, decide that the shipping policy will be clear from the first page: in the announcement bar, on the product page next to the price, and in the cart before checkout. Free shipping is not free: who pays for it?
Three common models, each with a price:

The second model is the most balanced for most stores, because it turns shipping from a cost into a tool for raising average order value. But it only works when the threshold is calculated.
How to calculate the threshold with numbers
You need four figures from your store and your courier:
- Current average order value from Shopify analytics for the last 90 days.
- The actual shipping cost per zone from the courier’s rate card, not an estimate.

- The price of the most common add-on product a customer could add to reach the threshold.
Then apply this logic:
- Set the threshold above average order value by roughly one add-on product. If the average is 180 riyals and the common add-on is 40 riyals, a threshold of 200 or 220 riyals makes sense.
- Confirm that the margin of an order at the threshold covers shipping and leaves a profit. If margin at 220 riyals is 60 riyals and shipping is 25, the threshold works.
- If the threshold needed to cover shipping is far above the average order (double it, say), nobody will reach it, and the problem is the margin or the shipping cost, not the threshold.

Shipping costs in the Gulf: a threshold per zone
Shipping inside main cities differs from remote areas, and shipping between Gulf countries differs from long-haul international. One threshold for every market means you lose in expensive zones and give away too much in cheap ones. Shopify lets you create multiple shipping zones, each with its own rates and its own free shipping minimum:
- Main cities: a lower threshold because the cost is lower.
- Remote areas and islands: a higher threshold, or a small fee with free shipping above a high minimum.
- Other Gulf countries: a dedicated threshold that accounts for cross-border shipping and customs.
- Long-haul international: usually clear fees instead of free shipping, with pricing that carries the cost.

In markets where cash on delivery is a large share of orders, fully free shipping combined with cash on delivery raises uncollected orders, because the customer has paid nothing and committed to nothing. Practices that work:
- Free shipping above the threshold with online payment, and a small fee with cash on delivery.
- A higher free shipping threshold for cash-on-delivery orders.

A threshold the customer does not see does not change behaviour. Four placements:

- Cart: a progress bar reading “add 35 riyals for free shipping” with product suggestions at the right price. This is the strongest placement because it turns the threshold into a goal.
- Checkout: “Free shipping” shown clearly once the threshold is passed, so the customer feels they earned it.

How to measure the effect of free shipping
Change the threshold or the model once, then watch for at least four weeks:
