eCommerce in Iraq Guide: Selling on Shopify

eCommerce in Iraq guide: cash on delivery, delivery networks, B2B and B2C, Arabic SEO and Meta ads, from managing Toolmart, Iraq's largest tools store.

Author: Mousa Alhelo · Published · 6 min read

eCommerce in Iraq is a large market by population, growing fast, and different from the Gulf in almost every way: cash on delivery is nearly the only payment method, delivery depends on local networks, and Meta is the undisputed first ad channel. E-SAFQA’s founder led marketing for Toolmart, Iraq’s largest industrial tools store, and we then migrated it from Magento to Shopify and managed its full marketing for years. This guide summarises the lessons.

Why the Iraqi market deserves to be taken seriously

Iraq is one of the largest Arab markets by population, its young audience is on the internet through their phones all day, and competition from organised stores is still limited compared with the Gulf. That means a store built properly, with reliable delivery and sound Arabic content, finds more room to grow than in crowded markets. But the opportunity comes with challenges that cannot be ignored: payments, delivery and trust.

Payments in Iraq: cash on delivery first and last

Bank card penetration in Iraq is limited, and buyers are used to paying cash when the order arrives. What that means for your store:

  • Cash on delivery as the primary method on Shopify, with a clear fee or one built into the price.
  • Local e-wallets as an extra option when available through a provider operating in Iraq; they are growing but have not replaced cash.
  • International cards for a small share of buyers and for companies, through a gateway that covers Iraq if available.
  • Bank transfer or prepayment for wholesale: large business orders are usually paid by bank transfer or cash on delivery against an invoice.

The rule with no exception: no cash-on-delivery order ships before it is confirmed. A refused order in the provinces costs delivery both ways and days of inventory turnover. WhatsApp Pilot sends an automatic confirmation message the moment the order is placed, and the store team follows up with anyone who does not reply. Delivery networks: Baghdad and the provinces

Delivery in Iraq relies on local companies covering Baghdad and the provinces through networks of couriers, collecting cash and remitting it to the merchant periodically. What we learned setting up shipping:

Element Baghdad Provinces
Time Usually 1 to 2 days 2 to 5 days depending on the province
Price Lower Higher, and best shown before checkout
Refusal rate Lower with confirmation Higher; confirmation is essential before shipping
Tracking Company tracking number and a WhatsApp message Most important is telling the customer the expected delivery day

Our advice: at least two shipping zones, a delivery company integration that returns the tracking number automatically, and a clear agreement on the remittance schedule for collected cash because it governs cash flow. Settings in detail in Shopify shipping setup and couriers.

The B2B and B2C mix: businesses and consumers in one store

Many successful Iraqi stores sell to both individuals and companies: industrial tools, spare parts, equipment, electronics. Shopify handles that mix if it is built in from the start:

  1. Tagged customer accounts for businesses with wholesale pricing or a dedicated catalogue.
  2. Product pages that speak to both: complete technical specifications for the engineer and corporate buyer, and clear photos and benefits for the individual.
  3. Wholesale orders handled by quotation and bank transfer, not necessarily cash on delivery.
  4. LinkedIn as an effective channel for reaching business buyers, alongside Meta for consumers.

At Toolmart the catalogue was 35,000+ products from 65 suppliers, and organising that volume of data with availability sync was a precondition for any advertising.

Arabic SEO: the channel everyone neglects

In Iraq, people search in Arabic for products by name and sometimes in dialect, and organic competition is weak because most stores stop at product pages with no content. That is what made SEO a major growth channel for Toolmart: technical content in Arabic and English, a clear collection structure and written category pages, and organic traffic rose by more than 1000%. What we recommend:

  • Product names in both Arabic and English, because buyers search both ways.
  • Collection pages with content that explains the category and answers common questions.
  • Clean URL and heading structure, and good load speed on mobile networks.
  • 301 redirects for old URLs if you move from another platform, as we did in the Magento migration.

Advertising: Meta first, then Google

In Iraq, Meta (Facebook and Instagram) is the first channel by a wide margin. Catalogue and retargeting campaigns work well, and at Toolmart the Meta ROAS reached 9x. What we learned:

  • Catalogue campaigns with a broad audience inside Iraq outperform narrow segments.
  • Creative in Arabic in a voice close to the audience, with real product photos rather than supplier images only.
  • Google helps for products and brands searched by name and for businesses, and needs an organised Merchant Center; see the Google Ads guide for online stores.
  • Measure by actual delivered sales, not recorded orders, because cash on delivery means part of the orders will not complete.
  • Precise tracking through the Meta Pixel and Conversions API so campaign targeting improves.

From our experience with Toolmart

Toolmart is a B2B and B2C store with more than 35,000 products from 65 suppliers that ran on Magento and needed a faster platform plus organic and paid growth in the Iraqi market. We migrated it to Shopify with a custom theme, built technical SEO and content in Arabic and English, and managed catalogue campaigns on Meta and Google, with LinkedIn for businesses. The result: more than $6 million in revenue in two years, organic traffic up by more than 1000%, and a Meta ROAS of 9x. The lesson: in a market that runs on cash on delivery, data organisation, delivery and confirmation come before ads, and ads come before scale.

Conclusion

eCommerce in Iraq is a major opportunity for anyone who builds on the right foundation: cash on delivery managed with order confirmation, a reliable delivery network with clear zones, a store that serves individuals and companies, Arabic SEO that brings free traffic, and Meta campaigns measured in delivered sales. Frequently asked questions

Does Shopify work in Iraq?

Yes. The store is built on Shopify with cash on delivery as the primary method and local delivery companies connected, and wallets or cards can be added through a payment provider that operates in Iraq when available.

How do I reduce refused orders in Iraq?

Confirm every order on WhatsApp or by phone before shipping, state delivery fees and time on the product page, and restrict cash on delivery in areas with a high refusal rate.

What is the best ad channel for stores in Iraq?

Meta (Facebook and Instagram) is the first channel by a wide margin, and catalogue campaigns work well there. Google helps for products searched by name and for businesses, and LinkedIn for wholesale to companies.

Is SEO worth investing in for the Iraqi market?

Yes. Arabic product searches in Iraq are large and organic competition is weak, so a store with organised Arabic and English content can multiply its organic traffic several times within a year or two.
