Create a Google Ads account for your store step by step: structure, Gulf billing, conversion tracking, Merchant Center and a first campaign without suspension.

Creating a Google Ads account for an online store takes under an hour, but the decisions made in that hour (currency, structure, payment method, tracking) decide whether the account runs smoothly, gets suspended before the first campaign, or produces numbers that never match your store’s orders. This guide follows the order we use with every new store, from opening the account to launching a first profitable campaign.

Before you start: what the store must have ready

Google reviews the store being advertised as closely as the ad itself. Before opening the account, make sure your store has:

  • A clear shipping policy page with delivery times and costs for every country you sell to.
  • A returns and exchange policy, even a limited one, written clearly.
  • A contact page with a phone number, an email address and a country or address.
  • A working SSL certificate and a checkout that completes without errors.
  • One business name that matches across the store, the payment details and the domain.

Missing these is the first cause of new-account suspensions under “unacceptable business practices” or “circumventing systems”, even when the store is entirely legitimate.

Step 1: open the account the right way

Open the account from an email that belongs to the store, not a personal address, so ownership stays with the business when staff or agencies change. At creation Google defaults to Smart mode; choose “switch to Expert mode” before creating any campaign, because Smart mode hides keywords, bidding and search-term reports, exactly what a store needs.

If you run more than one store or will work with an agency, create a Manager Account and create the store’s account under it. The agency receives management access without owning the account, and you can revoke it at any time.

Step 2: currency, time zone and billing in Gulf currencies

This is the most important irreversible step. According to Google’s documentation, the account currency and time zone cannot be changed after creation. Choose:

Available payment methods differ between Gulf countries, and monthly invoicing exists for larger accounts in some markets. If your store sells in several countries with different currencies, keep the ads account in one currency and let the store handle conversion. One account is easier to read than three.

Step 3: advertiser verification and billing

Google asks many advertisers, especially new ones, to complete advertiser identity verification with company documents or the owner’s ID. Complete it as soon as it is requested, because delays pause ads. Make sure the advertiser name shown in ads matches the store name and the payments profile name.

Step 4: conversion tracking before any campaign

An account without accurate purchase tracking cannot be managed. The minimum:

  1. Create a “purchase” conversion action in Google Ads with order value and currency, not just a count.
  2. Install it on Shopify through the official Google & YouTube channel or Google Tag Manager, and enable enhanced conversions.
  3. Place a real test order and confirm it appears in Google Ads with the correct value.
  4. Link GA4 and import ecommerce events as a second reference, not as a duplicate bidding goal.

Shopping and Performance Max need a Google Merchant Center account linked to Google Ads. From Shopify, the Google & YouTube channel syncs products automatically, but you still need to review titles, images, shipping and tax settings before approval.   • Search Console to see which terms your store already ranks for organically and avoid paying for them unnecessarily.
  • YouTube if you have a channel, to use videos in PMax.
  • Business Profile if you have a showroom or physical store.

Step 6: account structure and the first campaign

The structure we start with for most new stores is deliberately simple:

Common reasons new accounts get suspended and how to avoid them

If the account is suspended, read the reason in the email and notice, fix it properly, then submit one clearly written appeal. Repeated appeals without a fix prolong the problem.
