Cost of Building an Online Store in the Gulf: A Line-by-Line Budget
The real cost of building an online store in Saudi Arabia and the Gulf, line by line: platform, theme, apps, content, ads and the hidden costs merchants miss.

The cost of building an online store is not one number. It is three layers: a one-time build, monthly subscriptions for the platform and apps, and a variable budget for ads and content. This article breaks down each line as we see it in our projects for stores in Saudi Arabia, the UAE, Kuwait and Jordan, with realistic ranges by store size, and lists the hidden costs that surprise merchants after launch. You will not find E-SAFQA prices here; the goal is to help you build a budget consciously before you request a quote from anyone.
Layer one: the platform subscription
The platform is the smallest monthly line, but the most important decision, because everything is built on top of it. Shopify’s Basic plan starts at approximately 29 to 39 US dollars per month in 2026 depending on annual or monthly billing, and higher plans add advanced reports and lower payment fees as sales grow. Local platforms work on similar annual packages. The full breakdown is in Shopify pricing plans for Saudi Arabia and the Gulf.
What many miss: payment fees. Every gateway takes a percentage of the order plus a fixed fee, and some plans add transaction fees when you use a third-party gateway. Build this percentage into each product’s margin.
Layer two: the one-time build
| Line | Small store (up to 50 products) | Medium store (50–1,000 products) | Large store (1,000+ products) |
|---|---|---|---|
| Theme | Free Shopify theme | Paid theme (one-time fee to the theme store) | Paid theme with code customisation |
| Design and structure | Colours, logo and homepage | Collections, filters and landing pages | Brand and category collection structure, advanced search |
| Product entry | Manual, a few days | CSV import with cleanup | A full data cleanup project: titles, variants, images, tags |
| Languages | Arabic only or Arabic and English | Bilingual | Multi-language, multi-currency |
| Payments, shipping, tracking | Standard setup | Multiple courier integrations | Custom warehouse and supplier integrations |
The range is wide because a small store on a ready theme is fundamentally different from a 15,000-product store that needs collection architecture, search and data organisation. The rule: the more products you have, the more data organisation, not design, becomes the biggest line.
Layer three: monthly apps
Shopify apps solve specific problems, but they accumulate. A typical store needs:
- Reviews: to show customer opinions on the product page.
- Translation: if the store is bilingual.
- WhatsApp: a chat button, order confirmations and abandoned cart recovery. WhatsApp Pilot offers a free plan for the button and a monthly Pro plan for automation; details at whatsapppilot.esafqa.com.
- Promotion management: to schedule sales and bulk-edit prices safely. SalePilot starts with low monthly plans and a free trial; details at salepilot.esafqa.com.
- Shipping: if your courier is not integrated natively.
Review your apps every quarter. In our experience, stores that pass ten apps are paying for tools they do not use while slowing the store down at the same time.
Layer four: content and photography
This is the most underestimated line. Supplier photos reused by dozens of stores make yours a copy; a real photo session makes a product page that sells. Plan for:
| Element | Budget option | Professional option |
|---|---|---|
| Product photos | Phone photos on a white background in natural light | Studio session with usage shots |
| Product copy | Written yourself on a consistent template | Arabic/English copywriter with SEO |
| Video | A short phone video for each key product | UGC videos from creators for ads |
| Identity | Simple logo and colours | Full brand guide |
Layer five: advertising, the line that decides everything else
A store without visitors does not sell, however good the design. The most repeated mistake is spending the whole budget on the build and launching with zero ad budget. Our rule: the ad budget is derived from order margin, not from an arbitrary figure. Calculate the maximum acceptable cost per acquisition from order economics, then set a budget that gathers enough data in two to four weeks. The method is explained in how much ad budget an online store needs.
Plan at least three months. The first month is a learning month for the platforms and for you; profitable orders usually arrive once you know which products and creative angles work.
Hidden costs that appear after launch
- Cash-on-delivery returns: every order refused at the door costs you shipping both ways. Put an expected return rate into the margin calculation.
- Currency and conversion fees: if you sell in multiple currencies.
- Data cleanup: products entered without a system need a full cleanup project months later.
- Broken tracking: ads running on incomplete data waste part of the budget silently. Installing Pixel, Conversions API and GA4 correctly is the cheapest line with the highest impact.
- Time: daily order management and WhatsApp customer service. Automation reduces this cost.
A worked example: budgeting a medium-sized store
Take a skincare store launching with 120 products, selling in Saudi Arabia and the UAE in two languages. A sensible budget is ordered by priority rather than by round numbers:
- Foundation (one-time): one paid theme, a collection structure by skin type and brand, product import with title and variant cleanup, professional translation of the main pages and collections, full tracking installation and a real test order.
- Monthly subscriptions: the Shopify Basic plan, a reviews app, a translation app, WhatsApp Pilot for automation and SalePilot for seasonal promotions.
- Content: one photo session for the top 20 products, short phone videos for the rest, then UGC videos once the best sellers are known.
- Advertising: three months of budget derived from order margin, starting small in month one for testing and scaling on what proves itself.
The first line is paid once and the second is relatively small, while the third and fourth consume most of the first year’s budget. That is the healthy shape: most of the money goes to what brings orders, not to what looks pretty.
From our experience
For Fragrance Hub, a perfume store in Jordan, we built an Arabic-first store with an English version on a customised Kalles theme, published 2,054 organised products and connected Merchant Center, Google PMax and Meta from the start. The ad budget began small, but because tracking and data were right from day one, the PMax campaign reached 4.6x return on spend before scaling. The lesson: saving on structure and tracking costs several times more later in ads. Read the Fragrance Hub case study.
How to allocate the budget wisely
- Do not save on: tracking, product pages, data organisation and three months of ad budget.
- Save on: the theme at first (start free and upgrade later), unnecessary apps, and code customisation before the product is proven to sell.
- Invest gradually: professional photography and video once you know your best sellers.
Conclusion
The cost of building an online store is spread across the build, subscriptions, content and ads, and the platform is the smallest piece. Start with a budget that covers the build, tracking and three months of advertising, and watch the hidden costs in payments, returns and apps. Frequently asked questions
How much does a Shopify store cost to build?
The Shopify subscription starts at approximately 29 to 39 US dollars per month for the Basic plan in 2026 depending on billing. The build cost depends on the number of products, languages and customisation, ranging from a simple setup on a ready theme to a full project with thousands of products.
Is a paid theme necessary?
Not always. Shopify's free themes are fast and support Arabic. Paid themes add sections and display options that suit stores with thousands of products, and they are a one-time cost.
What cost do most merchants forget?
The advertising and content budget. Many spend everything on the build and launch with no budget to bring visitors, so the store sits without orders. Plan at least three months of ad spend.
Can I start with a small budget?
Yes, if you start with a few products, a ready theme and photos you take yourself, and direct most of the budget to ads and tracking. The two things not to save on are tracking and product pages.
